Actually, it might be better if someone just created the table of
contents and used one file for each section. Initially, the file
just contains the latex
        \section{Thesectionname}No text available\par

It would also be convenient if someone could set up a procmail
that retrieves the filename from the coding on the first line
of the message body, verifies that the file exists in the tree,
makes the headers be comments, cleans the body to be valid latex,
appends it to the relevant file. Then, do a nightly build of the
document to be PS, PDF and browsable HTML. The latter has a link
to the page that explains how to add paragraphs to the document.

The document can then grow like a FAQ, except that (at some point)
people will start taking the sections and editing for continuity.
