Hi Keith,

the first thing that I'd check is your power supply. Keep in mind
that the voltage regulator needs enough voltage difference to work.
Some time ago, I almost went crazy before I recognized that
the voltage dropped down under load. With a multimeter, it wasn't
possible to see those dropdowns.
