This is my little thought about generating 1MB ramdisk.
(Did you get right answers already, then discard this msg.)

Well, I didn't try to make 1MB ramdisk with holes utils.
(I am using 1MB ramdisk now but it's a pre-built one come
from coldfire userland source tree)

I just tried make ramdisk following your steps on my desk top linux like
this
$ dd if=/dev/zero of=/dev/ram0 bs=2k count=512
$ mkfs.ext2 -b 2048 /dev/ram0 512 (my RH5.2 mkfs.ext2 didnt have -N option)
and tried to mount /dev/ram0 on /mnt. but it failed!
(could get right super block?)
Therefore i re-tried it without block size option, like this
$ dd if=/dev/zero of=/dev/ram0 count=1024
$ mkfs.ext2 /dev/ram0 1024
and after this i could mount /dev/ram on /mnt.
in my thought, ramdisk do not allow block size options like 2048 :-)
have you tried this ramdisk image with holes?
