I set the termois.c_lflag=0 and don't change anything in c_cc[].
and now ucsimm can receive date by serial port:)

but the pc receive some date during runing my program such as 
"/sbin/agetty ""successfully"
even the whole file of /etc/issue
why does this information accur?
