Not necessary, but you'll probably find it easier. The elf tools
are current, and well supported. The coff tools are old and no
longer updated.

Absolutely. We currently use the 2.0 kernel and m68k-elf tools for
a commercial product.

We started out with the older coff tools, but had many problems 
getting things to work. Switching to the elf tools solved all our 
problems virtually straight away.

I suggest you get the latest tools and distribution. You will 
probably find that the problems you are having were fixed a long 
time ago.
